Summary
Letter from Concha to Ugarte y Loyola saying he has consigned friendly Indian nations to guarding less cooperative tribes to maintain peace, requests military try to leave all of them alone, keep Spanish Side of agreement. Other letters discuss meetings with various Indian leaders, violations of peace plan, means of enforcement. Detailed description of two Comanche campaigns on Sierra Blanca Apaches. Mention of seasonal habitation Yutas y Xicarillas. Mention that Apaches Gilenos on south Side of Rio Grande seem sincere in wish for peace, those on north Side have made two invasions since plan in effect. (A. Dean, March 1989)

F.400 describes location of camps of Apache Capitancillos, some of whom have gone to rejoin their bands; mentions none are on horseback. F.401 mentions treaties with various Apache bands of Nueva Vizcaya, suggests those now seeking peace are false, should be considered a disease and exterminated . . . Subsist on war, only pretending to wish peace. detail on Spanish idea of Lipan character. F.416 mentions severe rains of October, 1792 making travel miserable. F.418-421 discusses part of real reglamiento de presidios (apparently) stating that opposition to treaties with Indians is diametrically opposed to spirit of peace Spanish are trying to convey. F.424 discusses heirarchy of bands of Apaches, good detail. F.426 mentions Mescaleras curing bison meat. Summary
Clear, well-written letter from Castro to Revilla Gigeda expressing Castro's disapproval of peace negotiations with Lipanes. F.239 mentions eight Lipanes appearing at Norte to negotiate, having already made independent treaties with comandante generals of Texas, Coahuila. F.242 says no hay duda que la congregacion Lipana Es el Brazo derecho de la Apacheria . . . . this reads as a general report, broken down by region, discussing alliances, similarities, hostilities among tribes (mostly Lipanes, Lipayanes, Apaches); localities, moral characteristics, problems with various tribes. Castro seemed; to intend it as treatise explaining reasons for not allowing peace with Lipanes. Reasons include Lipanes' arrogance, malice, inherent falseness, spying, insolence, etc. Mentions Apaches stealing Spanish weapons to use against them. Mentions Soquina (Comanche) speaking against Apaches. Though extremely biased against Indians, letter has excellent information on attitudes, relationships between Apaches, Spaniards. (A. Mendinueta's response to O'Conor in reference to Crespo's plan that direct lines of communication be established between Nuebo Mexico and Pimeria Alta. States that Hopis live in relative isolation, having few contacts with Spaniards, but maintain amicable relations with Navajos and Utes. Headwaters of San Francisco settled by sedentary Apaches Gilenos. (J. H. Ochs, October 1987).

Apache indians living in peace until 1790 when ugalde led war against them, have had peace with the comanches, mentions groups that have been fighting with the Apaches lipanes and those others with whom they trade, prohibits the entrance of any lipanes into certain rancherias because that is their method of acquiring arms and ammunition; letter making it clear that the idea to pacify the indians of Texas originated with blanc; advises blanc to support enmity between various indian tribes settled between the Colorado river and rio de la Trinidad and the lipanes which are openly hostile to the Spanish, letter distinguishes between indian nations and factions with the latter being the ones most likely to be allied with lipanes, indians in all of Texas are somewhat in revolt because of the lack of goods, these used to be supplied by Armant but has not been able to because of his own lack of goods and credit, blanc seeks to go personally to indian villages in order to break links that some factions have with lipanes in trade and commerce (will need goods to facilitate this process) and will eventually will appoint a commissary to periodically visit indians in order to maintain their loyalties to Spanish and keep them pacified; Luis de blanc seeks to have his son named as commissary to indians cites his family's good relations with indians as supporting factor; indians trading pieles de liboras for the goods provided by the Spanish they call this trading combalache, sets out logistics of this commerce, Cabello advises those involved not to accept horses or donkeys as payment for goods because indians will just rob them later on. Talks of establishing prices for trade, advises that they not trade with aguardiente, cites the bundles of raw tobacco as one of the more important items with which to trade; miro has received copy of letter written by Cavello giving advise on how to handle indians in Texas and Coahuila from his personal experiences as governor in these areas. Bring tranquility to territories of taraumara and Tepehuanes is to establish a political and military government, contacted Borica in order to be oriented with the relevant orders and regulations associated with government establishment, should send a party of 100 men to visit area inorder to assemble indians and apprehend malefactors, party will be under command of Bautista de elquezabal; virrey conde sanctions suggestion above puts emphasis on reduction and asks that possible ties to Apaches be investigated; informs that intendent diaz will appoint jueces territoriales to area and that formalization of government establishment will take 6-7 months; likely candidate for governorship is Borica, talks of vacancy by his possible appointment, mentions Gutierrez de la cueva and furaos as other military service record of dias and seniority which due to administrative error has not properly been claculated, asks intercession of conde in this matter; Ugarte y Loyola outlines military service records of Borica, Gutierrez de la cueva, and fueros, recommends Borica due to his knowledge of area and its indians as evidenced by his visita to area; the three (candidates for position left vacant ayudante inspector) by Bautista de elquezabal, Ugarte favors Cordero; virrey conde receives candidate lists for both positions, will recommend Gutierrez de la cueva and will take action to correct seniority situation of dias. Summary
Travel diary from may 12, 1791 thru may 26, 1791, Indian from Geronimo informs Borica that he was asked to pay 14 pesos for marriage service by minister and how that practice is not sanctioned; marquez proclaims a piece of land Indians in area manifest opposition, Borica delegates matter to subdelegado in order to adjudicate matter, Indians seeking money from fondo de temporalidades so they can participate in an auction of livestock belonging to Benecomo. Teniente general of San Geronimo goes to Borica to seek rights to celebrate burials, marriages, and baptisms in his Pueblo. Removes servitude of Indians in missions of Taraumara run by colegio Guadalupe de Zacatecas of having to give two days work to religious institutions. Seeks information on status of reduction in Sierra Madre; follows instructions to prepare list of prisoners in each jurisdiction, mentions information to be recorded during used, name of Pueblo, goods owned, harvest for 1791, condition of land, servitude if any, if ovenciones were paid, if there exists community property, information on synods, what peoples are allowed into pueblos; letter that discusses letter written by Rouset to Barry asking clarification of rule of not making Indians work without pay; this rule does not exempt Indians from being required to work on churches, houses for ministers, land, and community property with understanding that this work will not occupy more than two days of work a week, with respect to practice of having missionaries administer the community properties (improperly called the temporalidades) they are to distribute evenly the products derived from this property, if Indians resist practice of contributing two days work royal judges can become involved.
