Informe from Castro to Revilla Gigedo documenting hostilities by Lipanes as reason not to negotiate peace with them. Shorter letters among Revilla Gigedo, Merino, Nava concerning peace negotiations at presidio del Norte despite Castro's reservations. Letter from Nava describing history of peaceful relations with other tribes, beginning equally violently, but now successful; asks to desregard Castro's objections, negotiate anyway. Quite a lot of detail of specific incidents (raids, trading, etc), but mostly redundant documents. F.254 list of specific affronts by Lipanes, Mescaleros, including place, date occurring. Lipiyan Picax-Ande Ynstintle de Ugalde may be involved. Cordero to interview soldiers, citizens there. Irregularities in missions administration are reviewed by visitador Religioso. Documents explain how important it is to indoctrinate Indians in area. Contingent of soldiers to conde de Revilla gigedo, preparing for a visit from conde de Revilla gigedo; nava informs of peace or better said armistice reached with lipanes vaamonde relays this info to conde and requests further instructions; detailed explanation of the peace convention reached between lipanes and Spanish with articles posed by the Spanish and indian responses to them. Articles touch on subjects of captives, geographic demarcation of settlement, land, lipane responsibility for making sure that all in their population are within the reduccion, alliance with Spanish, judicial jurisdiction, Castro orders contingent of men and details quantity of munitions and supplies to bring to go to Rio Grande area in order to battle indians; copy of letter that first appeared in file 162ah, i between ff.448-454 describing attack on Castro by escaping lipanes; further information on contingent of men requested by Castro; vaamonde writes to conde de Revilla gigedo presenting a case for the reinstitution of the two companies that were disbanded by ugalde in nuebo reyno de leon; vaamonde writing on the state of affairs with regards to military situation in nuevo leon, makes mention of failed efforts of his predecessor ugalde to reach a durable accord with Apaches, inability of military to properly defend the area, request for weapons. Lipanes that include corn and salt; attempted meeting between sas and commandante general will not occur until sas receives word on lipanes in San Antonio; aga informs military that sas is not authorized to accept or reject peace that is responsibility of canoso and he is currently occupied with war against other nations; another obstacle to peace is the accusation by lipanes that ugalde aided comanches against lipanes; lipanes request gunpowder; munoz states that he has gotten cooperation from lipanes and seeks nava's cooperation in supplying indians with some of the goods requested, possible French involvement in the intertribal wars among indians; letter informing that munoz has come to an agreement with lipanes de arriba and has sent emissaries from this last group to persuade the lipanes de Abajo to comply by resettling where they previously were - the other side of Arroyo del atascoso; has authorized the use of force (aided by Spanish supplies) to compel lipanes de Abajo to accept peace treaty, also mentions possible use of comanches to do the same is another option; talks of some of the military obstacles that May be encountered in forcing lipanes; meeting held with sias and others with translators explaining peace treaty and their acceptance of the same. Summary
A detailed explanation of 54 articles that are relevant to the comission that Ugarte y Loyola will undertake which discuss the battle tactics and customs of Apaches especially as it relates to their dead, success against chiriguaris, peace treaty with Apaches, continued attacks from outlaws and instructions for remedy of this situation, freedom in troop use, renewed pardon, the right to hang on the spot any person caught actively collaborating with the Apaches, instructions on how to handle military prisoners, situations in which Indian labor is exploited, travel restrictions, abuses against Indians with their grain harvests, census of Indians, giving priority to Indians in use of lands not now under cultivation, inappropriate distribution of people in settlements, Jesuits confiscation of goods to be reversed now that they have been expelled from area, instructions on visitas, reduction of Taraumares in Sierra Madre under the colegio de Guadalupe de Zacatecas, military use of Indians by generals and tenientes, and abondonement of the real Tabahueto. Bring tranquility to territories of taraumara and Tepehuanes is to establish a political and military government, contacted Borica in order to be oriented with the relevant orders and regulations associated with government establishment, should send a party of 100 men to visit area inorder to assemble indians and apprehend malefactors, party will be under command of Bautista de elquezabal; virrey conde sanctions suggestion above puts emphasis on reduction and asks that possible ties to Apaches be investigated; informs that intendent diaz will appoint jueces territoriales to area and that formalization of government establishment will take 6-7 months; likely candidate for governorship is Borica, talks of vacancy by his possible appointment, mentions Gutierrez de la cueva and furaos as other military service record of dias and seniority which due to administrative error has not properly been claculated, asks intercession of conde in this matter; Ugarte y Loyola outlines military service records of Borica, Gutierrez de la cueva, and fueros, recommends Borica due to his knowledge of area and its indians as evidenced by his visita to area; the three (candidates for position left vacant ayudante inspector) by Bautista de elquezabal, Ugarte favors Cordero; virrey conde receives candidate lists for both positions, will recommend Gutierrez de la cueva and will take action to correct seniority situation of dias. Summary
Travel diary from may 12, 1791 thru may 26, 1791, Indian from Geronimo informs Borica that he was asked to pay 14 pesos for marriage service by minister and how that practice is not sanctioned; marquez proclaims a piece of land Indians in area manifest opposition, Borica delegates matter to subdelegado in order to adjudicate matter, Indians seeking money from fondo de temporalidades so they can participate in an auction of livestock belonging to Benecomo. Teniente general of San Geronimo goes to Borica to seek rights to celebrate burials, marriages, and baptisms in his Pueblo. Removes servitude of Indians in missions of Taraumara run by colegio Guadalupe de Zacatecas of having to give two days work to religious institutions. Seeks information on status of reduction in Sierra Madre; follows instructions to prepare list of prisoners in each jurisdiction, mentions information to be recorded during used, name of Pueblo, goods owned, harvest for 1791, condition of land, servitude if any, if ovenciones were paid, if there exists community property, information on synods, what peoples are allowed into pueblos; letter that discusses letter written by Rouset to Barry asking clarification of rule of not making Indians work without pay; this rule does not exempt Indians from being required to work on churches, houses for ministers, land, and community property with understanding that this work will not occupy more than two days of work a week, with respect to practice of having missionaries administer the community properties (improperly called the temporalidades) they are to distribute evenly the products derived from this property, if Indians resist practice of contributing two days work royal judges can become involved.
