Concerns establishment of a mint that was desperately needed and near demise of this project because of a lack of silver, this was reason for the order stating that one third of all metals had to be turned in in exchange for coinage mentioned earlier in Vol. 227 ff. 0147-0159; said order was contested by a Series of institutions, reconvening of the junta de la real hacienda to investigate 4,000 Marcos de Plata missing from the treasury, prohibitions on enacting above were rescinded, also need regulation concerning minting of coinage in Nueva Vizcaya; Bonavia's plan to have the real hacienda sell tobacco at a markup have not produced the income he had expected, cites the epidemic of previous year, price, and black market in cigars as factors in low sales, convenes a junta provisional to discuss revenue producing measures, proposed instituting a 'patriotic loan' to be exacted from unidentified sources, paid for with taxes on mining activities (which include the one third provision mentioned earlier), Bonavia stresses the inability of the settlers of the area to provide any more revenue from contributions; letters mentioned in miscellaneous notes discuss in general terms revenue and costs in Provincias Internas de Occidente; letter from junta Superior requesting documents from the junta provisional convene by Bonavia, comments on mint establishment states that metals involved were to be remitted to the capital and that metals to be contributed to mint more than cover the shortage of revenue discussed, letter includes an excerpt from another letter that points to the exceedingly large troop strength as a cost that can be reduced, mentions the taxes imposed on some mining functions (mentioned earlier in Vol. 227 ff. 147-159) whose effects have been a duplication of taxes because Mexico City similarly taxes same items, mentions returning money collected in Durango, mentions a tax imposed on the shipment of livestock into other provinces imposed by Bonavia as being an unauthorized measure and letter recommends that virrey rescind said tax, letter mentions that fiscal's interpretation of patriotic loan is that he does not See the benefit of such measure given the way it will be paid back. Summary
Index of letters that are in this Series which list the taxes an measures taken by comandante general; comandante general calls U 3 juntas de real hacienda to discuss subject of funds, or lack thereof, cites the revolution with increasing costs and decreasing income, little help from Mexico, have come to the conclusion that a loan of 160,000 pesos would be enough to cover the cost of the most urgent needs, plan for this includes encumbering a certain percentage of the income of properties (both rural and Urban) for a year and using this as a type of collateral for a one year loan, another source of funding would be donations as was given by marques de Bustamante, employees of the real hacienda are the only ones who currently are paying a certain percentage of their salaries to finance the provincias yntrnas, Bonavia states that next year salaries, pensiones, and rents paid out by the real hacienda will have a certain percentage encumbered except the salaries of soldiers, calls for more effecient administration of the tobacco tax now that no one can claim ignorance of the law, results of the latest meetings o the junta Superior are the charging of duties on the right of transport, mining, refining of metals, separation and refinement and consumption of metals, the funds to be borrowed are to be sought by the ayuntamientos and the diputaciones consulares D las poblaciones, Urban and rural farms will be have incomes taxed at rates of 4 and 5 percent respectively for a period of two years, 1 percent on all the goods passing through customs, arrangements to have these orders published and communicated to all the gobernadores intendentes. Summary
Due to illness the regimiento de Extremadura is left without a leader as well as the Provincia de Texas being without a governor. Lopez was sent to Texas to take over military and political functions, receives notice later to leave his post as governor of Texas feels his reputation injured but stays on. Arredondo had troops of area moved to Monclova despite the fact that rebels were expected to arrive by ship, action was taken because Lopez had intimated that he would not mobilize troops in the face of rebel attack, also is accused of impeding shipment of goods to troops, Lopez also given order to retire all captains who were not properly equipped to their homes and that they should not be receiving salaries because without the necessary arms and horses they were useless as soldiers. Lopez did not comply; barely legible letter by bacallo saying that Lopez is justifiably upset over being removed from post; mentions the effects of the scarcity of tobacco mentioned earlier, Echandia proposed as new Head of the Provincia de Texas, advisor suggests that the military conflict that would ensue the dismissal of Lopez and the replacement by Echandia is not worth it, Lopez was an interim governor because of illness of the governor and teniente Coronel, he however was not aware of this and therein lies the problem; final decision being that Lopez should reintegrate himself back into the regimiento de Extremadura. Arredondo replaces Juanicotena with Lopez as governor of the Colonia de Nuebo Santander because of Juanicotena's illness; index of letters in this sequence; Calleja approves personnel change; questions put forth on issue of Lopez being entitled to property pertaining to his post since he will be acting as an interim governor only, and similar question pertaining to salary; administrative letter from Lopez to Arredondo dealing with shipment of tobacco received from factory in Veracruz; Cisneros relates to Arredondo incident in which he had travel restrictions placed upon his person in connection wit goods belonging to him that were seized, names Lopez and alcalde of Marina as responsible; Lopez responds in detail to accusation that he treated Cisneros unjustly in matter of the seizure of his goods, noncompliance with directive sent through Aguado, and travel restriction declared by alcalde of Marina; letter from Lopez to Arredondo protesting Guerra's involvement in this matter insofar as he is a military official and he should not have involved himself in a purely civil matter; gobernador can only use a person of sargent rank or lower to be his scribe on military matters and Guerra as military officer receiving salary from the king should not be involved in civil matters - should be sent immediately to Aguayo where he is needed in the secretaria'; Arredondo threatens Lopez if he does not promptly comply with order to send Guerra, mentions possible judicial proceedings against Lopez by Cisneros in matter of seizure of goods and detention; letter from Arredondo giving Juanicotena leave from his duties as governor of Nuebo Santander; Lopez interprets Arredonda's sending him suddenly to Texas as an affront and asks the virrey that he be allowed to go to San Luis Potosi. Index which indicates that Arredonda has asked the administradores de rentas to supply him with the accounts of the branches they administer; Arredondo has heard that some administrators have not deposited certain sums and he theorizes that these sums are being used for speculation and commerce. Once this has been corrected sums in question will be used on troops. Requests accounting procedures information from administrators of bullets, gunpowder, tobacco, and naypes; letter written in response to order concerning accounts for tobacco and bullets, special care to be taken in maintaining confidentiality of the numbers; letter written by bennalz stating among other things that the proper paperwork is not available for tabulation mentioned above; request for totals of Tobaco, bullets, and gunpowder in the Provincias Internas de oriente since the beginning of the rebellion, has positive proof that administradors of said goods have been involved in embezzlement; asks that following areas hand in the required information without delay - Puebla, Veracruz, Yucutan, Oaxaca, and Cuanaxuabo; letter from intendente of Puebla stating that his records only go back as far as 1814; letter from intendente of Puebla stating that information requested has been sent to the real tribunal; information on goods mentioned above for Provincias Internas have been sent to the customs offices of Aguayo, Monterrey, and Coahuila. Tax on sales to be used to aid expedition sale of cards (4 real tax) and tobacco; tobacco to be packaged according to provisions. Problems among capitans affecting jurisdiction of governor over the vecinos of their presidios, capitans complain they do not have control of troops to fight enemy invasions, waiting for license to do away with all Indians who do not speak Spanish; Corbalan to Croix regarding prohibition of alcohol, complains that Mescal prohibited and not even found for medicinal use, difficulty aquiring caldos de Castilla, request that some be allowed to produce Mescal; Croix responds that the Mescal factory and use of the drink must be abolished. Pimas described cooperating in robbery with rebel Indians--Corbalan describes their tactics in escaping from troops. Corbalan sends inspection reports on Varios military groups and fiscal affairs of the expedition; lack of funds and currency. Mesia writes Corbalan about his opinion of worth of two companias volantes in Guaymas. Notification of recipients of promotions within companias volantes; discussion of provision of supplies to expedition. Corbalan will publish vandos about establishment of lottery. Corbalan to Croix regarding Alamos treasurer, and treasury instruccion written by Belena; additions to the instruccion provided which concern debtors, control of treasury keys, papel sellado, division of land among employees, collecting tribute, and cost of treasury office supplies.
