Mentions that southern part of province is consolidated, north still a problem. Advises that new villages be placed at Sierra de Tamaulipa Vieja, 20 leagues from Altamira, Marina. Idea to auction assets of missions that have decreased Indian populations in order to fund new villages. Discusses formation of two companies recruited from outside province, to be paid from revenue of estanco del tabaco; mentions weapon shortage in area. Summary
Navarro and Santos have been accused by Arredondo and marques de Aguaio of extracting silver from two mines in San Gregorio de Mazapil without a proper licence and without paying taxes. They deny these charges and ask for an authorization to continue exploiting them. The same area is also claimed by the hacienda Nopalitas, that has been using it for grazing mules. Several persons are called to declare, and two inspectors are sent to the area. Finally the authorities order Navarro and Santos to abandon the mines. (A. Nilesen, January 1990)

Summary
The Spaniards of San Ignacio de Revilla inform virrey that they are assisting in the pacification of the Indians and in the construction of a church without any cost to the royal hacienda. Hacendados want the virrey reconsider how much they will have to pay for the Alcabala. recaudadores, tax collectors, send the operational accounting most specify the transactions; 3. The collectors will charge 4%; 4. The spiritual contracts can be made in other places; 5. Civil justices and scribes must declare the number of documents they have; 6. Religious are exempt from paying; 7. Indians are exempt; 8. Corn is exempt; 9. Several seeds if not sold only pay 5%; 10. The sellers have to pay; 11. Those who do not have an address have to pay also; 12. The commerce of Castilla also have obligations; 13. Those who refuse to pay will pay four times more; 14. Contraband is prohibited. 15. Overall impression of carefully prepared, detailed planning for military-civil-religious coordination in province. Attention to fiscal-administrative matters to establish good relations between Spanish and indians (although typically condescending towards abilities of latter group) for economic-geographic expansion in Californias. Overall idea for governing broken families to Loreto, agricultural and religious training, artesan and pearl fishing industries, rights and inheritance regulations of lands after secularization (temporalidades) from missions, specifications for architectural plans of church, plaza and homes, wages and formations of indians into militias. Production from salinas, transportation of these by canoe sacramento and paquebot la concepcion, salaries, equipment and supply rations for all levels of workers and managers, diezmos (taxes) and royal fifth on production. Coordinated defenses by military and militia of missions, neighbors and presidios to continue outward expansion to new territories. Realtionship of provincial income/outflow to real hacienda in Guadalajara, including pricing, collecting of diezmo and quinto for ramos of playing cards, gunpowder, mercury, papel sellado, and tobacco and pearl fishing and mining industries. Of special note are great details in ff. 159-160 of maritime transportation of products to and from lower California from north and to continent, and ff. 161-162 of ordenances, supplies and rations to be in effect for each type of vessel used. Summary
Concerns Series of short statments of kinds of misconduct of presidio officials accused of disobeying judge's orders. Municipal government of San Fernando was ordered to pass a regulation ordering people to put fences on their property so cattle won't do any damage to others. Document is very repetitious and only illustrates briefly how officials (Arocha and Corbelo) behaved against people when asked to implement regulations. Some accusations of corruption are made. (M.
