Letters between Nava and virrey. Nava informs virrey that Lipanes de arriba are very cooperative in peace treaty; Lipanes de Abajo do not want peace. explains that de arriba habit of hunting Cibolo twice a year is cause of discord between bands. Apaches are poorly disciplined, unused to following one chief; lay of their land makes it difficult to anticipate attacks. Mentions attack by Mescaleros, supported by troop, against Comanches; conflict resolved. Texas gobernador preparing campaign against de Abajo Lipanes. Virrey orders Nava to maintain hatred between bands, keep them divided. (D. Bautista, April 1990)

Nava informs virrey that he told Texas gobernador how to treat Lipanes de Arriba y de Abajo; of peace treaty signed by Nava and Arriba Lipanes on February 8, 1791 -- copies sent to gobernadores of Coahuila, Texas, Nuevo Leon, Nuevo Santander. Virrey asks Nava to consider how either to make peace with all Lipan bands or to make war to obligate them to request peace; king spends more than a million pesos defending provincias. Virrey orders Nava and Castro to discuss Indian situation, send him information to make decision. (D. Bautista, April 1990)

Thirty pages concerning Nava's nomination to comandante de las provincias de Poniente. letter from virrey giving Nava command of provincias in place of Ugarte, with detailed information of situation he will find in provincias; advice concerning maintenance of peace with Indians, character of gobernadores; instructions from Galvez for dealing with Indians in war or peace. Nava agrees to nomination, requests from virrey economic support to succeed in pacification of Indians. Further detailed instructions from virrey on how to manage financial situation; also informs Nava that Castro has been appointed comandante de provincias de oriente by king, that Nava should meet Castro in Monclova. Summary
Series of letters between Castro and virrey concerning relations with northern Indians in provincias; Castro doubts peace treaty will last because those who participated in agreements were Capitancillos without importance to other tribes; Castro considers it better to declare war. Virrey advises caution in Castro's actions against Indians, as once war starts it will be difficult to stop; warns that Indians are wise in matters of war, but he will support Castro's decisions. Nava, Castro inform virrey of tactics they are planning against Indians. Castro reports military movements by gobernador of Nuevo Santander, improved relations with Nava. Virrey approves several of Castro's tactics against Indians. (D. Bautista, April 1990)
