Reports of Apache raids against haciendas, ranches, mines, pueblos in Nueva Vizcaya. Each incident described in detail, listing livestock, Spaniards, Indians captured or killed. Escandon says extreme scarcity of grain a problem for all areas but makes planned campaign here impossible. Lack of grain has caused stagnation of growth in some areas. Mines in operation. Minerals abundant. Construction of well in progress. says Indians of Tamaulipa friendly. Indians of south go to Horcasitias to receive corn rations. Series of autos concerning sworn declarations from government officials on the reorganization of presidios in Nueva Vizcaya and San Bartolome Valley. Purpose of the reorganization is to provide protection to mines' workers and people in neighboring presidios. Geographic relative location of presidios with respect to each other is given. (M. Concerns reports on Indians stealing horses from Sacramento. Review of the motion to relocate presidio del sacramento to valle de Santa Rosa; relocation of presidio is said to be necessary to stop Indians who do not want to accept faith. Relocation is good also, for strategic position to fight against the rebels. Missionaries support the relocation saying is good for the missions and for the Indians who eventually could be converted.
