The cabildo of San Phelipe el real petition the governor to do something about the scarcity of food stuffs and the resulting high prices of them, due to poor harvests. They claim they are being robbed by merchants from other areas. The governor orders prices down and then demands an inventory of grains from merchants and ranchers. Document incomplete. Due to a shortage of grain (wheat and corn)-various regulations are issued covering planting and harvesting, selling and prices, and conditions and wages of laborers.
