Response to unidentified indian hostilities; military rolls which give totals of personnel in companies in area, weapons that they possess and mission, in this case being attacks on indians of Benito, pantaleon, comoteros, mariguanes, sanaquais, and pacitas; virrey tells conde de la sierragorda that in the future he is to communicate with comandante general before he undertakes an expedition against indians; mayordomo of hacienda requests and receives troop protection after pacitas steal horses from his hacienda, once there troops encountered several indian groups in the area and recovered somne of the livestock; seeks to establish missions in area in order to help pacify indians of area and exploit mines of areas to their fullest. Disputing accuracy of reports filed by laso and rascon on conditions of indians and testimony of larusa which contradicts the favorable conditions presented by the former; mentions the misionarios apostolicos de Guadalupanos as properly abiding by standards for indian treatment set down by government; letter written to rouset de Jesus mentioning irregularities found in missions and general theme being that treatment of indians as witnessed by Borica leaves much to be desired; efforts made by Borica to alleviate sufferings of indians, gives example of correcting situation in which they are used to transport the correspondence of judges over long distances without proper supply of food or without pay, mentions Estrada as person with whom he had most opposition on this matter; travel diary from 3-29-1791 thru 4-1-1791, visits pueblo of Bernabe where he freed indians from servitude to priest and took action on their complaint of being forced to drain mines-made this Voluntary, prohibits the practice of outsiders cutting firewood from their mountains without compensation, padre doctrinero of Santa Rosalia seeking to llebar ovenciones to the indians since the time that Borica prohibited forced servitude of indians Borica responds that he does not have authority to grant request, authorities concede that indian labor is vital for the operation of the mines notes the benevolent service of laso de la bega towards indians. Ladron de Guevara to viceroy regarding request of reduccion of Indians in Nuevo Leon and Huasteca in order to have cattle production and mining. Removal of families and soldiers from Nuevo Leon. Mention of Indians in Leon not under mission control that could be removed as they are raiding fronteer. Discusses availability of water in different settlements and situation to rivers and quality of land. Ladron de Guevara's project to remove population in Nuevo Santander to save expenses to real hacienda of military protection; lack of irrigation thus abandoning coastal areas to Indians. (L. L. Summary
Concerns secret investigation of Nava and Inchaurregui's abuses of influence with governor. Fuentes who has founded San Carlos Tamaulipa complains that governor Gonzales de Santianes has arrested him on unfounded grounds; pretext was that Fuentes let a soldier out of jail; Nava has influenced governor in arrest. San Nicolas vecinos also issue complaint against Nava and Inchaurregui. Nava's positions include that of Alcavala manager which biases everyone against him. Nava has delayed silver purchasing. Investigation requests information and documents on conduct of Inchaurregui from San Luis Potosi; Inchaurregui exiled from Guadalcazar. Investigation to inquire of conduct of Nava and Inchaurregui to capitans of San Carlos Tamaulipa and San Nicolas. Request that Fuentes have job and honors restored; merits of Fuentes discussed. Inchaurregui given permission to return home though case of replacement corn not concluded. Letter from Galnares in Guadalcazar acknowledges that Inchaurregui left possibly to hide; also expelled from Zelaya. (L. L. Woodward, September 1988)
