Two maritime districts are created, San Blas and Veracruz, offices established and regulations outlined-special emphasis on dealing with deserters; dispatch of transportation to Acapulco to pickup Areche; surgeons named to ships destined for California; Salazar turns down offer to be chaplain for ships to California; notice of pay raise; certifaction of aptitude of Martinez; ship la conception incapable of trip to California because of broken keel, turned into flat-bottomed boat; good ships for travel to California and Sonora, and conversion of ship to flat-bottom sworn to by ships officers; original request and grant of pay raises; request that Sister of Bausa be sent part of his salary as support. Arteaga ill with eye infection thus can not go on ship; diary of Arteagas eventual trip to California, describes in general terms being blown off course, unloading ballast in Monterrey, transporting Neve, drops of supplies in presidios along coast, is followed by a Spy ship, drops off and picks up passengers including missionaries at San Carlos and Santa Clara; short, detailed list of supplies received signed by Junipero Serra and Gallo; addendum of Artega's diary describes San Francisco bay; Hijosa requests return to Spain, arrangments for successor; notice of arrival of two new surgeons in San Blas with salaries; Hijosa clears his accounts in order to get permision to leave San Blas (p. As required by viceroy, Barri submits accounts. Sent on Goleta Sonora. Details provided on contributors to final report which addresses problem of losses to royal treasury due to careless control of metals in province. expediente contains copy of Galvez' 1768 instructions and subsequent ordinances for control and reporting methods. Barri discusses difficulties of cooperation and trust of his subordinates. Viceroy orders him to Mexico for review and removes him from post while audit in progress. Barri claims innocence, poverty; complains of hardship of post, difficulty and cost of travel to Mexico. (j.m.johnson, June 1989)
