Summary
Arredondo establishes several rules to stop abuses of certain military and governmental authorities in the matter of partidas y destacamentos. Supplies are not used for the right purposes according to Arredondo. The military needs all supplies available for their fight against the rebels; Arredondo establishes eleven rules against ociosos; fiscal Sagazurrieta makes a synthesis for virrey suggesting approval of those bandos. Summary
Concerns the annual funding of account gastos de paz established for Coahuila and administered by Ugalde, surplus may be used to pay off scribes and assistants, mentions periodic reporting requirements (letter interrupted by other documents resumes on ff. 0485), traces transmittal of documents related to this account over the years 1788, 1789 in which Indian groups for which it was intended find themselves at war with Spanish, resulting surplus is to be sent to treasury or the Bahia presidio, communication of this information to Loyola; letter in which Ugalde has contended that the annual amount designated for the aforementioned account was not distributed by San Luis Potosi for the year 1788, Yermo who was to distribute funds had previous commitment to fund presidio and resources were used in this manner, Ugalde allowed to request money from Yermo but because each request must be accompanied by explanation and justification, control which Ugalde had expected is missing, one reason for this administrative apparatus is to preclude the duplication of gratificationes by other provinces to the same Indian groups, mentions other costs such as military supplies for horses, surgeons salary, and prisoners, further explanation of methods of making transactions so as to enhance coordination of the intendente of Potosi with Ugalde. Summary
Letter ordering the reporting of troop strength on the first day of each month, all points to send this information to comandante general except for Laredo and Villas who will send them directly to Monterrey, also the establishment of daily diaries of occurrences; includes two documents one entitled compania and the other tronco de caballada neither of which has been filled out; document titled milicias provinciales del Nuevo Santander which includes information on uniform supply, riding gear; lette stating that while the real erario is away and captains are not on active duty they should not receive a salary since they are men of means, Arredondo is to decide what the troops are in need of; document stating troop strength and destination for third fourth and fifth companies of Nuevo Santander; letter analyzing the numbers in last document regarding horses, weapons etc, finds that a high percentage of troops are virtually useless since they have neither arms or horses, recommendation that abov mentioned should leave the militia and the saving of money associated with the decrease of total salary disbursed should be used to better equip existing troops, possibility of requesting arms from settlers for use by militia and troops. Summary
Tax on sales to be used to aid expedition sale of cards (4 real tax) and tobacco; tobacco to be packaged according to provisions. Problems among capitans affecting jurisdiction of governor over the vecinos of their presidios, capitans complain they do not have control of troops to fight enemy invasions, waiting for license to do away with all Indians who do not speak Spanish; Corbalan to Croix regarding prohibition of alcohol, complains that Mescal prohibited and not even found for medicinal use, difficulty aquiring caldos de Castilla, request that some be allowed to produce Mescal; Croix responds that the Mescal factory and use of the drink must be abolished. Pimas described cooperating in robbery with rebel Indians--Corbalan describes their tactics in escaping from troops. Corbalan sends inspection reports on Varios military groups and fiscal affairs of the expedition; lack of funds and currency. Mesia writes Corbalan about his opinion of worth of two companias volantes in Guaymas. Notification of recipients of promotions within companias volantes; discussion of provision of supplies to expedition. Corbalan will publish vandos about establishment of lottery. Corbalan to Croix regarding Alamos treasurer, and treasury instruccion written by Belena; additions to the instruccion provided which concern debtors, control of treasury keys, papel sellado, division of land among employees, collecting tribute, and cost of treasury office supplies.
