Summary
Contents related thematically to previous expediente. Concern Ugalde's order of 7-3-89 appointing 'alcalde mayor' Varela Bermudez to position of 'capitan a Guerra,' per regulation cited in Ugalde's argument. Officers of dragones provinciales oppose order fearing loss of military, political autonomy, Argue violation of 'ordenanza de las milicias de Espana de 1767' which ensures Milicia same rights as regular army. Officers inform Ugalde of sentiments while latter conducting campaign against Indians of northern Riogrande region; Ugalde incredulous, angered by 'la Mas enorme insubordinacion' of authors. Governor suspends officers per Ugalde's request; Varela installed, alferes given charge of 'cuerpo de milicias.' virrey supercedes governor, reinstates officers, permits Varela to become 'capitan a guerra' in name only, minus usual attendant privileges. Emparan informs virrey of poor relation with Indians in region, military actions taken to avenge and pacify; Emparan submits 'diario de novedades' to virrey detailing locations of Indian incursions in Saltillo, numbers of individuals killed or taken hostage, numbers of horses, mules, sheep, Yeguas killed or stolen (folio 215); virrey responds that military forced to punish Indians as long as they continue to 'causar Danos'; Indians continue to steal animals listed above in large numbers from ranches, presidios, haciendas; fearful rural residents move to Urban area after hearing that Ugalde's company suffered repeated defeats, intrigue created when soldier reporting this accused of desertion (details unclear); Emparan informs virrey of various problems faced by military troops, such as lack of access to water supply, economic hardships; letter from Ugalde dated 1787 attests to loyalty of Indian leaders with whom now at war; several days of direct military conflict (folios 236-237) detailed in letter from officer to governor; gifts presented to 'indios del Norte' (Texas) in effort to secure peaceful relations. Correspondence in which Emparan informs virrey of poor relations with Indians of province, deteriorating further due to drought and famine in region; Indians stealing, killing horses, cattle, sheep from Ranchos, haciendas and presidios, also killing, taking hostage civilians and military personnel; 2 'estados' listing occurrences of Indian attacks, numbers of men, women, children, domestic animals killed or taken (folios 192, 209-211); in discussing dilemmas, Emparan tells virrey 'mi Pluma Es mui devil para pintar lo que padese Mi Espiritu,' drought so severe that often residents have only Mescal to consume, that Indian incursions endanger farmers proceeding with cultivation of corn, other crops, additionally burdening area's food supply; Emparan assembles troop to search out, kill Indians responsible, appoints interim governor; limited success, incursions continue, Young Boy escapes from Indians, identifies leaders for Emparan (continued in following folios). Concerns Ugarte's campaign to Coahuila. Concerns relations with several tribes there, requests for and conditions of peace agreements. Terms of agreement with Mescaleros in noret and Lipanes in Santa Rosa. Diaz goes to pacify Mescaleros and avoid hostile retribution for Mescaleros killed in prison. says must force two groups of Lipanes in south and north to request peace. Contains letter from Diaz describing peace request from Lipan messenger. Ugarte assigned to Guadalajara. Nava to take his place. Ugarte passes needed info to Nava. States general conditions at time of his departure. Good info regarding Indian relations. Progress with Comanches resulted in peace agreement. Virrey states conditions for complete non-violent peace for Lipanes. says must report criminal activity. Must live in peace with Chiquicaquis in Sonora and Gilenos in Vizcaya. Ugarte says during his command 1,767 proven Indian deaths. says salary of 8,000 pesos not adequate. Asks virrey to recommend increase to king. (M. Dannemiller, February 1989)
