Summary
Concerns construction of military facility named presidio del Santisimo sacramento in Junta de los Rios Grandes del norte. Purpose of this presidio is to protect people and property from continuous attacks made by Indians. Documents are descriptive of the area chosen for the construction of such facility. Construction of presidio is also important to control Indian population in the area in case they are not converted to be christians. Military personnel are appointed. Salaries are established for commanders and soldiers. Place for construction of presidio is said to be abundant of natural resources and minerals. Soldiers for the new presidio are going to be transferred from other presidios so it will not be costly to the crown. (M. Marroquin, January 1989)

Concern expressed by Moreno that housing expensive and food short as it is eaten by horses; Mendinueta recommends seed be made available at low price so soldiers do not desert; Wall of cavalry quarters in ruins, soldiers uncomfortable, horses damaged; discussion of (high) price of corn in region; price for corn gone from four to nine pesos per carga because of lack of rain; desertions continue as troops unhappy; soldier in Hospital incurring costs; haciendas asked for grain; baker stops making bread for regimento for lack of wheat; 25,000 pesos already given over from real Caxa of Durango; request that either horses be moved out to pastures away from the city, or 500 fanegas of corn be made available so corn is left for people in city; request for virrey to support Coronel in forcing Hacendados to keep prices low; testimony of Hacendados concerning their (lack of) grain; argument between Moreno and virrey concerning establishment of blame for shortages; certification that corn once selling for 4 pesos per carga now selling for 12 to 15 pesos per carga; lack of housing seen as resulting from increased number of shops; request for 12,000 to 14,000 pesos from real hacienda; Hacendado records the augmentation of 50 on his ranch because of lack of rain in other areas; bishop points out danger of leaving horses on haciendas outside city because of wild Indians; regimento is packed up for Querataro; royal decree that regimento retreat from Durango; regimento withdrawn from Durango for lack of grain; very repetitive; many copies. Letter recognizing Castro as commandante general of the provincias oriente formerly coronel; history of post above which had been filled earlier by Ugarte y Loyola, nava, and ugalde but as brigadieres only; letter from an unnamed higher authority stating that Castro's scope of authority is military only and does not include political or economic matters as assumed earlier; letter discussing title of job being discussed and its duties, salary, personnel requirements, and Castro's difference of opinion on these matters; flores' view that the six provincias that Castro is in charge of are too large for anyone to carry out military, economic and political duties at the same time, names the six provincias involved, states that personnel directly under the virrey will be in charge of the latter two areas; Castro replies to above letter by stating that even if duties are only military he still needs help of an asesor and secretaria and adds that his inability to remove those people involved in the justice system who are not fulfilling their duties hampers his military function and is testimony to the fact that his authority needs to be more encompassing; vaamonde's letter to virrey stating that his job in the province of nuevo leon has political and economic jurisdiction and Castro's claim to these is unfounded; Castro feels that conflict described above could hamper his ability to perform duties if he runs into resistance from those whose domain were threatened; letter from Gutierrez de la cueva telling virrey conde de Revilla gigedo that he will publish virrey's order that Castro be given political authority in the Provincias Internas del oriente in same manner that Castro's post was given same authority in the Provincias Internas del poniente; letter from el conde de la sierragorda assenting to the above; last two letters between conde de Revilla gigedo and Castro summing up the conflict and correspondence about the same with the final determination that Castro's primary role is military but that he has authority to publish circular orders to the governors of the Provincias Internas del oriente but must have them approved by virrey conde de Revilla gigedo. Bring tranquility to territories of taraumara and Tepehuanes is to establish a political and military government, contacted Borica in order to be oriented with the relevant orders and regulations associated with government establishment, should send a party of 100 men to visit area inorder to assemble indians and apprehend malefactors, party will be under command of Bautista de elquezabal; virrey conde sanctions suggestion above puts emphasis on reduction and asks that possible ties to Apaches be investigated; informs that intendent diaz will appoint jueces territoriales to area and that formalization of government establishment will take 6-7 months; likely candidate for governorship is Borica, talks of vacancy by his possible appointment, mentions Gutierrez de la cueva and furaos as other military service record of dias and seniority which due to administrative error has not properly been claculated, asks intercession of conde in this matter; Ugarte y Loyola outlines military service records of Borica, Gutierrez de la cueva, and fueros, recommends Borica due to his knowledge of area and its indians as evidenced by his visita to area; the three (candidates for position left vacant ayudante inspector) by Bautista de elquezabal, Ugarte favors Cordero; virrey conde receives candidate lists for both positions, will recommend Gutierrez de la cueva and will take action to correct seniority situation of dias.
