Apache indians living in peace until 1790 when ugalde led war against them, have had peace with the comanches, mentions groups that have been fighting with the Apaches lipanes and those others with whom they trade, prohibits the entrance of any lipanes into certain rancherias because that is their method of acquiring arms and ammunition; letter making it clear that the idea to pacify the indians of Texas originated with blanc; advises blanc to support enmity between various indian tribes settled between the Colorado river and rio de la Trinidad and the lipanes which are openly hostile to the Spanish, letter distinguishes between indian nations and factions with the latter being the ones most likely to be allied with lipanes, indians in all of Texas are somewhat in revolt because of the lack of goods, these used to be supplied by Armant but has not been able to because of his own lack of goods and credit, blanc seeks to go personally to indian villages in order to break links that some factions have with lipanes in trade and commerce (will need goods to facilitate this process) and will eventually will appoint a commissary to periodically visit indians in order to maintain their loyalties to Spanish and keep them pacified; Luis de blanc seeks to have his son named as commissary to indians cites his family's good relations with indians as supporting factor; indians trading pieles de liboras for the goods provided by the Spanish they call this trading combalache, sets out logistics of this commerce, Cabello advises those involved not to accept horses or donkeys as payment for goods because indians will just rob them later on. Talks of establishing prices for trade, advises that they not trade with aguardiente, cites the bundles of raw tobacco as one of the more important items with which to trade; miro has received copy of letter written by Cavello giving advise on how to handle indians in Texas and Coahuila from his personal experiences as governor in these areas. Summary
Virrey orders division of comandancia general into distinct governing bodies, outlines proposed military and political reorganization, sends letters to functionaries which explain and decree changes; officials respond, acknowledging, commenting, questioning division; Ugarte y Loyola, appointed comandante general de Poniente, accepts position, informs virrey of present relations with various Indian groups, peaceful with some Nabaxoes, Gilenos, and Mescaleros, hostile with others, even of same groups, 'reduccion' of Gilenos and Mescaleros proceeding well, worries to virrey that division of comandancia may jeopardize 'proyecto de pacificacion' due to separation of 'conocimientos' and differences between his manner of dealing with Indians and Ugalde's, appointed as com. Gen. de oriente; virrey tells Ugarte y Loyola not to worry, but realistically neither will See complete pacification in lifetime, 'acuerdos' and appointment of Indian 'auxilios' step in right direction though. Summary
Concerns plan for better defense of Provincias Internas. explains motives for plan. Promises results if troop movement is less restricted. Presents ideas to virrey concerning Indian relocation, need for increased defense and most efficient methods to capture and punish enemy. Suggests number of men to post in each area. Presents virrey with plan for major military experiment. Although unaware of conditions in other provincias, Ugalde thinks broad plan covering all areas most effective. Based on idea that Indians fleeing from one provincia's troops will run into hands of another. Includes copy of proposal sent to Ugarte, his response to plan and Series of correspondence in which both comandantes unable to meet and discuss execution of plan. Virrey admonishes both for delaying meeting, campaigns and punishment of Indians in area. Virrey cannot comment on plan until he receives oficios of both after meeting. Virrey has received word that Mescalero capitan has requested peace. (M. Dannemiller, December 1988)

At end of September 1788 Echeagaray to lead 400 man 80 day expedition to Sierras del Rio San Francisco and Mogollon. Monthly campaigns against hostiles to continue. Discussion of funds to assemble, sustain pacified western Apaches at Bacuachi and Chiricaguis auxiliaries whose loyalty must be cultivated. Indian prisoners of war to be sent to Janos. (J. Summary
Documents concern two colleras of Indians that leave from Tamaulipa and Altamira. Pobladores are interrogated about the Indians. Indians are said to be war-like and to have committed many crimes and robberies. The killing of two fishermen and the stealing of horses and cows are committed by said Indians. Indians promote war against mission. They unite and form a confederation against the mission. F.432 contains message from governor Echeagaray with instructions to divide up the Indians of the two colleras and to put them to work in the fields or in Casas honorables. Governor's encouragement of pacification of Indians. In other documents the militia's trouble in pursuing Indians due to lack of food and resources is given. Apaches are said to cause the most damage to these militias. Indians are pacified and sent to Queretero by conde de Sierra Gorda. There they are to be divided and set to work in accordance with Echeagaray's instructions. F. 431 gives list of Mecos. F. 446-447 gives lists of Mecos and Parbulos, including those married and baptized. F. 454-456 gives names and marriages and baptisms of various other Indians. (P. Lenz, September 1989)
