Gifts (Gratificaciones)

Indice concerns the auditing and liquidation of accounts in Texas in 1791 and 1792 by relevant personnel in the real tribunal de Cuentas; letters relating to the transmittal of these military communications; letter about Pacheco outlining the measures used to keep Indian groups pacified, reiterates that much of te peace rests on the continuation of the gratifications, mention of relocating the Lipanes in Coaguila. Concerns index of correspondence dealing with account used for the distribution of gratifications to Indians; establishment of this coffer with the assets from tobacco and gunpowder, and sales taxes; existence of a safe with 3 keys for the administration of tobacco in Santander, Blanco did not receive key because of his absence; question of the locations of the relevant pagadurias because general treasury is in San Luis Potosi while the Pagaduria is in Saltillo; order that an escort be provided to assets from reales rentas being transferred to the treasury in Saltillo. Ff. 0402-0409 concerns a complaint by the priest Eulogio Fernandez that the horses of the military company of the area are causing damage to his lands; the intendente has ordered certain measures to be taken in relation to this matter which are not explained, letter in which virrey is told that Fernandez has been notified of the measures taken; ff. 0410 concerns the account used to distribute gifts to the Indians; ff. 0411 concerns money invested in gifts for Indians for the year 1804; ff 0412 -0416 concerns a case brought against Balli, he was arrested but died while in custody, two other people involved in crime are still in jail, since he was not formally proven guilty the goods belonging to him must be returned to his widow; ff 417-418 concerns statements made on the military service record of Baron. Certain sum of money from the paz y guerra account was being spent on maintaining prisoners of war in 1789 at same time that the account was being clarified; claim by Nava that Cortes had failed to count costs of maintaining prisoners of war that continued in 1789 when he was reconciling paz y guerra account for Bahia, asking for those funds to be returned to Bahia; letter from Monterrey inquiring as to why the real tribunal y audencia has taken so long in finishing work on the documentation relative to the paz y guerra accounts for Texas and Coahuila; real tribunal requests that Nava prepare report on costs made to this account for the year 1788; Gondra writes that delay in processing account due to death of Cabo-Franco and sickness of Medina, to the costs mentioned by Nava earlier is added gifts to Lipanes, gives progress made so far on these accounts for several areas, goes into the history of the account in terms of its establishment and motives (covered in detail in expediente 3 of this reel), attests that no mention is made on documents that he is examining prisoner and gift costs; issue is explained by Gondra by pointing to the date of incurred costs and timing of examination of the accounts, cites verification by means of written proof of costs as way to resolve this issue; letter from real tribunal informing virrey that after examining the paz y guerra account the 368 pesos that Nava held were still in the account for Bahia are not there; orders to communicate this information to Nava allowing him opportunity to submit proof in order to substantiate his earlier claim. Concerns the whereabouts of 860 peso surplus from account paz y guerra that exists according to Cortes, virrey asks governor of physical location; Series of letters compiled by Emparan from various authors to show the distribution of surplus alluded to above by virrey, which was originally given him by Cortes. Letter from Nava telling virrey that he has received documentation relative to the paz y guerra account; letter from Nava to marques de Branciforte pertaining to the reconciliations of the above account; account was not formally closed due to the death of Cabo-Franco (accountant), additional commentary on the reparos which appear in this volume on ff. 0186-0202, also covers how the surplus of this account was distributed, letter states that official closing of account is included (does not appear on reel); letter from real tribunal which requests proof of authenticity of claimed costs incurred in paz y guerra account; in general real tribunal satisfied with the presentation of the account by Cortes except for the proof in the reparos part of the account cited above. Letter to the contadores mayores which explains the document found in the previous Series which dealt with the paz y guerra account for Coahuila (ff. 0186-0202), the only additional information here is that the 6.000 peso sum is being cancelled in 1790 because hostilities with the Indians has resumed; mentions permission of Nava to spend amount on mules and other items related to this matter; sending of quadernos concerning costs incurred by Cortes in Bahia and the liquidation of the Same, adjust this account in relation to the real hacienda; remittance of materials related to aforementioned account to various officials; relacion that gives information on the gratificaciones given between 1787 and 1789, list of soldiers and cadets that were employed as scribes is given with corresponding salaries (1790 document); document containing correcting entries to paz y guerra account, the corrections made by real tribunal de Cuentas de Mexico and then sent to current governor Munoz. Letter concerns a document prepared by Cortes describing how money was spent on the pacification of Indian groups mentioned, according to accounting there was a surplus of 2.200 pesos in 1788 amount, Salcedo asks opinion of virrey on matter of limiting the amount to be given to 4.000 pesos in light of the surplus; letter mentioning Ugalde's request that surplus in gratification account be allowed to be applied towards the salaries of four military scribes and one dependiente named Pena, that this be allowed annually, Flores requests that the sum needed to meet the salaries be ordered from the sum that is being held by presidio de Bahia as referred to in the last sequence of documents (ff. 0120-0133); Ugalde has interceded on behalf of Ugalde and resolved matter of salaries, money will be sent from the presidio of Bahia, reminder to Ugalde to submit paperwork for the first 4 months as it regards the activities in the account set aside for the pacification of the Indian groups mentioned; Salcedo acknowledging the decision of junta Superior and virrey in this matter with the only qualification being that he be allowed to explore the advisability of letting Ugalde pay the salaries mentioned from the 6.000 pesos that will be sent to him annually for the pacification of the Indian groups mentioned.
