Civil Offices (Demotion)

Letter from Ugalde (to king?) Asking for compensation for his violent removal from government of Coahuila by Croix on April 8, 1783; he was never told reason. Exact list of his activities in five years as gobernador (no. Of campaigns, arrangement of reduccion for Mescaleros, Lipanes, etc) and previous service record included. Very well written demand for justice. Followed by copies of letters 1) by Galvez in behalf of Ugalde, 2) by Cordoba apparently about order to stop payment to Ugalde. (A. Dean, may 1990)

Ff.491-493 real Alencaster is relieved of his duties in government of Nueva Mexico (apparently fired). F.494 Navarro is being transferred to Hospital in Monclova; given passport for entire family, defensive arms for trip. Ff.495-503 are requests by Arredondo, Arreola, Llorente for supplies for presidios, special mention of Tula, Chontla. Ff.504-506 Puertas writes vaguely of political angst, poor morale since death of Aromeivia. (A. Dean, December 1989)

Ff. 135-145 are drafts concerning promotions, demotions, retirements of several officers. Ff. 145-148 are detailed military records for quezanda, Galbes (including battles in which they've fought), who are seeking employment in presidial companies. (A. Dean, November 1989)

Emparan appointed to governorship, succeeding interim governor Gutierrez de la Cueva; virrey who oversaw proceedings of Fueros' demotion Dies, successor decrees that complaints against Fueros 'siniestras E infundadas', not reinstated as governor, however; individuals previously determined to destroy Fueros' career now in accord that he governed with 'pureza y desinteres'; isolated document alludes to Potau's appointment as governor replacing Gutierrez, no further mention however (end of issue.) Documents include uncomplimentary review of Fueros' character, past record, summary of charges against and action taken to replace him, mention of other governors targetted for replacement; Potau appointed governor replacing interim replacement for Fueros; 'autos' from witnesses attesting under oath to Fueros' incompetence, negligence in office, ineffective handling of Indians in both peaceful and military situations (continued in sequence 5). Cazorla appointed interim governor of Coahuila, replacing Fueros, but Dies before installed; Gutierrez sought as alternate replacement, since unable to enter office immediately Fernandez appointed meantime to fulfill duties; includes collection of 'autos,' from Indians taken prisoner by Fueros' men, and 'autos' and letters from various residents and officials of province regarding state of province, general behavior of Fueros; reviews both favorable and not. Ugalde concerned about apparent lack of useful, effective officials in Provincias Internas de oriente at all levels, including that of governor, informs virrey, through letters and 'informes reservados,' of personal and professional shortcomings of various high-ranking colleagues, recommends replacement with healthier, Younger, more amicable, less vainglorious individuals, several named; Fueros, governor of Coahuila, first whom Ugalde pursues; virrey requests and receives substantiating evidence; virrey informs Fueros of termination, interim replacement notified but Dies before installed, another replacement considered (See following folios for continuation of issue). Ff.117-119 concern Maria Lopez' request that her Brother Pedro inherit position as guard of aqueduct of Guadalupe, formerly held by her Husband Jose Arellano, now deceased (her signed letter to viceroy included, 1809). Ff.120-121, letter from Bentura Arellano (Father of Jose) asking that his other son Gabriel be given same job; apparently granted (1770). Another letter from 1809 states that Pedro was appointed, then fired for poor service, and replaced by Huerta. Ff.128-130 unrelated, concern putting up guard rails along sidewalk in Mexico City to keep carriages from running over pedestrians. (A. Dean, September 1989)

Concerns document dealing with dispute of authority between government officials. alcalde mayor of Xeres is stripped of his authority to appoint justices and order building constructions. Letters explains detail of controversy over controlling real de Bolanos such as incapability of mayor of Xeres, who had jurisdiction in the area, to handle tasks like administration of justice among Indians, agricultural improvements to avoid floods etc. Gorospe is appointed corregidor of Bolanos and relieved from paying taxes.
