To remedy the bad situation in San Fernando, Lopes issues regulations regarding loitering, vagrancy, carrying of arms, trifling, gaming, holding of fandangos, building of fences, neglect of payment by farmers and manufacturing of intoxicating beverages. Flores de Abrego demands reinstatement as Alcalde of San Fernando. Claims post was unjustifiably taken away, arguing that he knew nothing until the event occurred and was not able to defend himself. (M. Bowman) (1979)

For the good of citizens of San Fernando, Barrios y Jaurigue has ordered that 1) all property owners apply for new titles; 2) discontinuance of the labor for corn; 3) discontinuance of trade between the Indians and the governor and soldiers.
