For three years office of 1st secretary of P.I. Has been vacant due to lack of funds. Hinojas has been 2nd; Bonavia wants to make him 1st. Treasury complains that 3rd and 4th secretaries would then have to be promoted, too expensive. Bonavia eventually wins case by favor of viceroy. Includes accounts of civil officials' wages 1783 to 1812 and list of officials. Also hinojas' service record. (A. Dean, February 1989)
