Letter advising of decision by tribunal de mineria that bulk gold and silver shipments will not be permitted from the southern ports; index of letters in this sequence; letter partially explaining the decision as one motivated by the problems being encountered in ships reaching Spain; copy of testimony given to fiscal on this matter questioning the prudence of this prohibition, mentions effects on the royal fifth, understands the order to be directed at ports in Peru and Guatemala, in addition thinks that the prohibition is directed at shipments leaving said ports and headed not for Spain but for Veracruz; further reservations expressed concerning prohibition on matters such as; having miners barter a third of their holdings in metal for coin currency with the metals being given to the establishment of a provisional mint being established in Durango the shipping prohibition mentioned earlier, and an objection to royal fifth being Charged in places other than Mexico when the destination of metals in question is Mexico; letter describing instance where a shipment of metals from Peru to Mexico was turn back in accordance with new law; copies of permits related to above are requested, permission was given by presidente de Guadalaxara to Olasagarre, Parrani, and Boet. As there are not enough soldiers for presidio, settlers will be recruited. Cost of plan estimated at 10,000 pesos. Information on establishment of settlements; how haciendas figure into defense plan against tamaulipas indians. Sierra gorda says, que solo nos falta para acaver de dominar esta sierra el laborio de minas. advises against murgier's presidio idea. Mentions plan to sell assets of religious personnel to fund defense. Castro suggests acavar con ellos is only solution. Lists indian population at conquest as 5-6,000; at writing as 5-600 but armed; sierra gorda suggests that defense effort be moved north. Advises against new missions, as all but zaraquayes and pacitas are already pacified. Mentions that Veracruz, Santander are better than this area for shipping salt to Spain, for transport cost, fletes; local fishing could be enhanced, but americans, French have advantage of using smaller vessels. Advocates strengthening fishing industry in Santander, rio del norte to limit further encroachment into Spanish waters. Discusses how flete overland is determined; more cost effective to carefully time maritime travel. Total cost of all development proposals is 36,000 pesos. (O. Velez, February 1990)

Sagarzurrieta emphasizes that payment for 20 Cases of gunpowder should be in silver, not paper currency, despite danger in transport. Order that real hacienda be reimbursed in silver for all sales of gunpowder, nitrate, sulphur; some of previous payment in libranzas had insufficient funds. Order retroactive to 1811. (O. Summary
Documents concern reopening of case against Ramon. Charges brought against Ramon are stated, witnesses testify against him. Libertine life of troops under Ramon's command; gambling among troops and with Ramon; drinking to excess; Ramon employs soldiers illegally in his personal services; and steals cattle from neighboring lands; Ramon's releasing of youth in company Charged with rape; and Ramon's arbitrary use of power to imprison others are all cited against him by the witnesses. Later documents concern Ramon's background and Superior record. Ramon denies all charges against him and gives his reasons for his actions. Ramon describes in detail the soldiers in his service and of their work in his mines and household. He also denies excessive gambling and drinking. (P. Lenz, October 1989)

Summary
Series of documents concerning appointment of Jose Antonio de Arvizu as commander over the Pame in three rancherias in 1881. Series of letters nominating Juan Martin del Toro, and Joseph Claudio Lopez as leader of the Pame from church and government officials and Pame Indians. The Pame contest the appointment of Arvizu. Ff. 504 lists names of several Pame Indians from three rancherias who have accepted Christian doctrine and relations with Pame commander Arvizu. Ff.520 is letter from Pame stating that they are unable to cultivate their land because they are always working (probably for the hacienda). Report concerning problems with the fabrication of Mescal; Pame Domingo Marcial killed by Alonso de la Cruz; and Pame contesting appointment of Arvizu as commander. Some reports discuss his good military record and feel he should continue to civilize the Pame. (S. Tisdale, may 1990)
