Concerns approval that Ugarte y Loyola gave Pacheco's request for additional gratification funds (discussed in preceeding folios), mentions documents related to the state of horses, request for the current status of accounts dealing with rifles and gunpowder, salary raise suggested for Pacheco denied; before commencing with gratifications to Lipanes, junta Superior de real hacienda reviewed matter and gave responsibility of distribution to Ugalde; Comanches Orientales not to be one of the groups to which gifts are given to, reasons for this decision are located on ff. 0460-0461 and have lines crossing pages out, mentions the establishment of peace with Comanches during this time period, request for an estimate of the value of the goods being given to the Indians and also gives the transportation costs to San Luis Potosi, mentions need for information concerning gratifications to Comanches (earlier had mentioned not giving gifts to the Comanches), and reimbursement of funds used for gift giving. Summary
First two letters in this Series barely legible; followed by an index of correspondence that centers around military fiscal affairs for the year 1801; commentary on the decisions of the junta Superior on matters related to accounts for military finances, index continues into March of 1803, speaks of matters such as the percentage to be Charged on bills of exchange, the reestablishment of the rescate de oroy plata , military communications, transportation costs; beginning with ff. 0268 sequence of folios was photographed on top of folio 0279; real tribunal answering questions as to whether or not the percentage being Charged on bills of exchange was producing some benefit to the real hacienda in light of the administrative costs associated with it, answers that there have occurred some controversies associated with payments of salaries in the presidios. There has been limited implementation of the percentage mentioned in order not to jeopardize the integrity of the general funds, the percentage has been changed to 12 percent (from 1 12 percent) in light of its deleterious effects, ff. 0268-0278 not decipherable due to half pages being copied, upside down and reversed placement etc.; index mentioned earlier resumes on ff. 0279 with basically the same type of abstracts (tracing the correspondence related to the accounts and their submission to periodically to the real tribunal de Cuentas); letter from Nava informing Berenguer de Marquina that the estados de ingreso, salidas, y existencia de Caudales de la real caxa of Arispe was sent to him by Guebara; index mentioned above ends with February 3, 1810. Population figures (comparison of current total with that at beginning of conquest), hostilities, plans to create presidio of 100 men to repel indian attacks. As there are not enough soldiers for presidio, settlers will be recruited. Cost of plan estimated at 10,000 pesos. Information on establishment of settlements; how haciendas figure into defense plan against tamaulipas indians. Sierra gorda says, que solo nos falta para acaver de dominar esta sierra el laborio de minas. advises against murgier's presidio idea. Mentions plan to sell assets of religious personnel to fund defense. Castro suggests acavar con ellos is only solution. Lists indian population at conquest as 5-6,000; at writing as 5-600 but armed; sierra gorda suggests that defense effort be moved north. Advises against new missions, as all but zaraquayes and pacitas are already pacified. Mentions that Veracruz, Santander are better than this area for shipping salt to Spain, for transport cost, fletes; local fishing could be enhanced, but americans, French have advantage of using smaller vessels. Advocates strengthening fishing industry in Santander, rio del norte to limit further encroachment into Spanish waters. Discusses how flete overland is determined; more cost effective to carefully time maritime travel. Total cost of all development proposals is 36,000 pesos. (O. Velez, February 1990)
