Summary
A legal investigation of governor Codallos y Rabal's refusal to pay the Media anata tax levied on the salaries of government officials. Codallos y Rabal argues that since his function was primarily military he shouldn't pay the tax. Codallos y Rabal collected testimony from various citizens which substantiated his claim that New Mexico governors hadn't paid the tax in the past, and sent the testimony to Mexico City. (R.
