Officers of dragones provinciales oppose order fearing loss of military, political autonomy, Argue violation of 'ordenanza de las milicias de Espana de 1767' which ensures Milicia same rights as regular army. Officers inform Ugalde of sentiments while latter conducting campaign against Indians of northern Riogrande region; Ugalde incredulous, angered by 'la Mas enorme insubordinacion' of authors. Virrey orders division of comandancia general into distinct governing bodies, outlines proposed military and political reorganization, sends letters to functionaries which explain and decree changes; officials respond, acknowledging, commenting, questioning division; Ugarte y Loyola, appointed comandante general de Poniente, accepts position, informs virrey of present relations with various Indian groups, peaceful with some Nabaxoes, Gilenos, and Mescaleros, hostile with others, even of same groups, 'reduccion' of Gilenos and Mescaleros proceeding well, worries to virrey that division of comandancia may jeopardize 'proyecto de pacificacion' due to separation of 'conocimientos' and differences between his manner of dealing with Indians and Ugalde's, appointed as com. Concerns relations with Indians and infractions of peace agreements. says Apaches have acquired valuable knowledge and advantages possible only during peace yet do not practice peace. Move north or request peace. Ugalde requests permission to meet with translator, follow moving Indians and remedy present conditions. says Ugarte should imprison all denying peace at present since campaign difficult to initiate due to drought. says Texas can't provide cattle or horses to campaign and many dying from lack of water and grazing land. says this campaign to ensure compliance should not extend to Nueva Vizcaya where peace should not be offered. Virrey says campaign should begin soon after end of drought and warns Ugalde that Indians accepting peace should not be punished. Ugalde provides description of campaign and information on type and number of troops employed. Contains troop inventory and important campaign notes. Ugalde hoping for well-deserved promotion to brigadier based on mentioned accomplishments. Contains lengthy summary of merits and services of Ugalde, his Father and grandfather including family and military history in both new and old world. Includes participation in military events, appointments and mention of previous superiors. Virrey sends resume to king for response. Virrey approves Ugalde's temporary appointments. Ugalde kills 2 Mescaleros, captures 66 that were under the pretense of peace. Brings in troops from other areas. Gives complete description of soldiers and assignments during ambush. All were to meet in Zaguan. White handkerchief to be sign sent Arendano to Rancheria to capture or murder anyone there. Long description of speech he made. Capture of Indians and number of heads brought of Indians who hadn't attended. Suggests promotions for officials involved. Assisted by Gutierrez who knew language and customs because he had been kidnapped for 6 years. Ugalde expected Picax-Ande to direct campaign in search of enemy but due to scheduled Lipan buffalo slaughter, Picax-Ande will be delayed 2 months. He promises to capture or kill all Mescaleros in area. Mescalero captain sends messenger with request for peace, to which Ugalde responds that he is willing to negotiate new agreement but demands such as arms training are not sensible. Contains and residents. After hours of discussion and an expedition in area, Ugalde learns from Picax-Ande that Mescaleros did not actually expect peace and had plotted revenge that resulted in several raids that included murder and theft of horses. Ugalde demands an explanation from guifie-gurya which is given in detail. Quifie-Gusya says he will return with all who had accepted peace to be placed in location selected by Ugalde. Most arrive a week later, Yacolk-su choosing to take command of nearby Apache tribe. Ugalde sends Gutierrez to Rancheria to observe activities and informs him that Apaches are restless, well armed and surely planning to murder Ugalde. Captains in town repeatedly offer to take him to See rancherias finally with all present. He offers peace, says all must attend and sends detachment to watch Rancheria. Includes list of Indians murdered and captured by sex and tribe. Virrey approves of action and recommends his promotion to brigadier to king. (M. Dannemiller, December 1988)
