With the increasing threat to the Spanish realm from foreign subversive forces and agents, and the defection of some groups within, the need for greater vigilance and zeal in seeking out, pursuing and destroying the enemies of the realm, is exhorted. As an incentive, a royal decree exempts all military officials in active service from the payment of extraordinary contributions required by an earlier decree. (Lloyd Kendall) (1980)
