Summary
Fayni describes economy of Valle de San Bartholome as based on haciendas, land use, and cattle herds and how San Bartholome supplies Parral and Chiguagua with fruits of harvest. Reports Indian thefts and murders in San Bartholome due to lack of defense. Relates how war has wasted money, broken families, caused misery. Suggests military protection be provided for satellite pueblos of Parral. Oxinaga asserts that even if Oconor's efforts produce good results, if he does not follow orders he should not be paid for his rank. Oxinaga submits letter recounting Apache attacks repelled with limited success due to disadvantage of weapons, horses and provisions. Asks for military protection from Indian raids. Summary
Highly critical of the local missionaries, who are blamed for the poverty of the citizenry. They spend too much time with the Indians. They don't allow the Spaniards to have estancias, saying that these would interfere with the Indians Milpas. The missionaries possess more arms than do the soldiers. Requests that P. Fr. Autos, petitions from Ayagues and Carizos to fiscal de naturales requesting transfer and ownership of land, appointment of Jose Cayetano Salinas as their protector. Travel and incarceration of six Ayagues in Mexico City. Petition granted but not acted upon, Ayagues travel second time to Mexico City to repetition. Petition granted again but blocked by governor who claims that land belongs to Milicianos and that Salinas is an undesirable and criminal who is put in jail.
