Correspondence between Loyola and virreynato re: exemption of hacenderos in Nueva Vizcaya from arbitrary taxes; abolishment of branding slaves on face or back; Loyola responds to royal order re: exemption and freedom or rights on commercial interchange between vecinos and provinces of Sonora and California; quote of letter from Marques de Sonora to be communicated to gobernador de Monterrey re: provisions shipped to California via San Blas; twenty copies of bando re: use of old coins to be published in provinces. Ugarte y Loyola and virreynato correspond concerning relations with Indians near Carrizal; need for temporary relief replacing veteran officials. Proposal made that presidios be given captains as leaders rather than second leutenants to boost troop morale. Request made that comandante inspector relay update on inspection of troops; Ugalde to take over command of troops in Texas, Coaquila, Leon and Santander. Cadete Diaz de Luna sent to provincias to serve. Ugarte y Loyola returns original expedientes received from Matias de and Santander for which arrangements were not completed (documents not present). Mangino's letter answered concerning funds in Chihuahua; marques of Sonora reports royal decree allowing him to use stamp for signature; remits 100 copies for notification to other leaders. (D. J. Rengel consulted regarding Bernal's request for military leave until family situation is resolved; twenty copies of Bando (not present) regarding marriage announcement being sent to Rengel; Rengel asked for approval concerning naming Mora to collect funds for California missions; Rengel notified of salary debt to Burgos by Soler; virreynato agrees to retirement and pension of cevellos; twelve copies of ordinance (not present) sent forbidding certain local civil officials to furnish pledges of paper with respect to corresponding territories; Rengel orders distribution of Bando in provincias (not present) about shipments from Veracruz to Xalapa. Virreynato requests update from Rengel regarding establishment of mission San Ildefonso Tecora and funds involved. Sends Rengel twenty copies of Bando (not included) regarding troops being sent to Phillipines; six copies of Bando (not included) regarding unspecified commerce. Payment for surgical instruments bought by Moreno must be made through funds of Provincias Internas.
