Measures taken by gobernador Cuevo y Valdez to protect Coahuila provincia from enemy Indians, especially Tobosos, including- 1) decree that no one of cualquier Estado y calidad could leave their jurisdiction without licencia from gobernador; 2) prohibition against sale of any livestock/ foodstuffs without licencia from gobernador.
