Summary
Copy of kings edict to only appoint officials who were graduates or had extensive field experience to governorships. Edict also prohibits administrators, accountants and other revenue personnel from engaging in personal business as merchants and traders. Requirement that all transfer of land titles give name of new Owner. In military promotions, retirements of various officers within Provincias Internas. Informe about the care, destination and deaths of Apache children in prisons of Chihuagua. Orders to intendentes and bishops to carry census of areas in their care. (A. Dell'acqua, November 1987)
