Flores orders Ugarte to force Mescaleros to comply with conditions or face war. Concerns relations with other tribes and progress of various campaigns. Describes financial and political conditions of Mescalero agreement. Ugarte concerned with hostilities in Nueva Vizcaya due to extended frontier and dispersed troops. Ugalde requests relocation of troops to his jurisdiction. Flores asks Ugarte to place Rengel in command Sonoran troops during his absence. Concerns appropriate behavior of soldiers and reminders for proper treatment of peaceful Indians. Flores recognizes difficulties between Ugarte and Ugalde and asks them to cooperate.
