Bring tranquility to territories of taraumara and Tepehuanes is to establish a political and military government, contacted Borica in order to be oriented with the relevant orders and regulations associated with government establishment, should send a party of 100 men to visit area inorder to assemble indians and apprehend malefactors, party will be under command of Bautista de elquezabal; virrey conde sanctions suggestion above puts emphasis on reduction and asks that possible ties to Apaches be investigated; informs that intendent diaz will appoint jueces territoriales to area and that formalization of government establishment will take 6-7 months; likely candidate for governorship is Borica, talks of vacancy by his possible appointment, mentions Gutierrez de la cueva and furaos as other military service record of dias and seniority which due to administrative error has not properly been claculated, asks intercession of conde in this matter; Ugarte y Loyola outlines military service records of Borica, Gutierrez de la cueva, and fueros, recommends Borica due to his knowledge of area and its indians as evidenced by his visita to area; the three (candidates for position left vacant ayudante inspector) by Bautista de elquezabal, Ugarte favors Cordero; virrey conde receives candidate lists for both positions, will recommend Gutierrez de la cueva and will take action to correct seniority situation of dias. Summary
Concerns the attempt at reduction of Indians that inhabit the Sierra Madre and to then be under the tutelage of Gallardo and the establishment of missions for this purpose. The reduction of the same Indians mentioned above with the aid of Carin and Rouset de Jesus into the Pueblo of Tecorichi, but after the disturbances in this Pueblo, due to the introduction of this new group, they were transported to San Carlos where they remained for a year and cultivated the land. Retired to their mountains when not given control over Tecorichic. Visit made to the Pueblo of Tecorichic where only two Indians of the group mentioned earlier remained. Spoke with them via interpretors and they agreed to try to convince the others to incorporate themselves into the town. This matter will also involve Rouset de Jesus but with the understanding that no new missions or pueblos are to be established, Indians are to incorporate themselves into existing institutions. Ochoa is the source of census information on Indians in question. Use of listel and Corral stone in enticing the Indians to cooperate at the cost of 500 or 600 pesos. Schedule listing missions and number of Indians baptized there as well as decision that best way to enact the reductions and the conversions would be to send priest into the rancherias and not through the use of force. The money that will be needed to enact the reductions and the conversions have been approved in a plan with specifications provided by Nava. Approval of some involved by resolution of the junta Superior of the real hacienda signed by the fiscales involved. Nava's acknowledgement of orders to proceed with the above plans. (O. (See sequence 14 for first part of expediente) debate over whether Ugalde's appointment of Varela Bermudez as 'capitan a guerra' legal or not dependent upon assignment of Saltillo and Parras to east or west comandancia (i.e. to Nueva Vizcaya or Coahuila), because 'reglamentos' concerning militia different. Virrey decides both belong to east, that no 'capitan a guerra' necessary. Carlos IV appoints Castro and Nava to east and west comandancias, respectively. Concern Ugalde's order of 7-3-89 appointing 'alcalde mayor' Varela Bermudez to position of 'capitan a Guerra,' per regulation cited in Ugalde's argument. Officers of dragones provinciales oppose order fearing loss of military, political autonomy, Argue violation of 'ordenanza de las milicias de Espana de 1767' which ensures Milicia same rights as regular army. Officers inform Ugalde of sentiments while latter conducting campaign against Indians of northern Riogrande region; Ugalde incredulous, angered by 'la Mas enorme insubordinacion' of authors. Summary
Folio 393 apparently cover page to unincluded expediente dealing with incident August 22, 1790 in which 20 men, including sargeant at presidio San Juan Bautista, killed by Lipanes. No additional information provided. Subsequent documents concern various issues and problems regarding military and militia organization. Calzado appointed interim captain of dragones, requests 'licencia' to take trip to Mexico City, discussion ensues. Rivalry alleged between 'alcades mayores' and 'comandantes generales,' wreaking detrimental results upon military operations in area, local officials deny any conflicts. Correspondence skips forward one year, group of squadron officials inform virrey of Ugalde's antagonistic behavior toward them and others, also of role in deprivation of rights. Group also disputes appointment of 'alcalde mayor' Varela Bermudez to position of 'capitan a guerra' on grounds company commander will be obviated. Varela's installation debated while implications of previously published articles, orders interpreted. After delay of one year, Ugalde declares himself obligated by law to appoint 'capitan a guerra.'
