Summary
Series of lengthy documents dealing with formation of comandancia general del Poniente and comandancia general del oriente; Nueva Vizcaya belongs to Former, Coahuila to latter. Most documents concern whether Parras and Saltillo belong to Nueva Vizcaya or to Coahuila. Jurisdiction of Parras and Saltillo are important for proper collection of taxes and payment of media anata. other documents deal with requests from local municipal officials as to whether they should obey orders from Diaz de Hortega or Fueros. Some officials are threatened with imposition of fines if they do not follow orders from Fueros or Diaz de Hortega. Misunderstandings occur because prior to separation of two comandancias, Parras and Saltillo fell under jurisdiction of Nueva Vizcaya, and later were placed under Coahuila. (J. Tapia, February 1988)

Concerns increasing sales tax by 2 and maintaining privilege of exemption of reventa. Virrey grants pardon for several imprisoned smugglers. Serna and Echeagaray reprimanded and released from prison by Castro. says needs housing for soldiers since shacks are subject to fire. Also, primera compania needs additional storage. Includes letter from guerra relating troop movement. says Camoteros are friendly but can't be convinced to aggregate to nearby mission. Suggests construction of new mission. Lack of soldiers prevents campaigns against Apaches. Suggests building bastion at presidio for more protection. Castro mentions formal recognition of Texas' Mineral wealth. Concerns annual report of recent measures taken to increase population, agriculture and roads. Concerns proper treatment and relations with Lipanes. Castro delegates request by virrey for audit of guerra and Serna's expenses to San Maxent. Includes San Maxent's evaluation and documentation of expenses. Ff.e029-e030 is letter from comandante-general to viceroy concerning shortage of funds from tax. Mentions need for funds to pay troops. Ff.e031-e033 is letter from comandante-general to directors of tobacco tax concerning problem. Ff.e034-e035 is letter from directors concerning policy in response to Ugarte's letter. F.e036 is letter from Mexico regarding policy, including orders concerning collection of taxes. F.e037 is letter from Rosario to Mexico acknowledging these orders.
