Florez orders that governors and comandantes of Sonora and Nueva Viscaya obey instructions given by Galvez for administration of those provincias. Ugarte y Loyola reports that instructions include establishment of a comercio general to regulate expenses required to bring Indians to peace. Also discussed are means to augment salaries of officials and troops without greatly depleting treasury, including dismissal of unuseful officials. On behalf of Florez, Rengel requests information regarding troops, classes of enemies and most effective ways to contain them. Request made for information regarding conditions in Nueva Mexico, Nueva Viscaya, and Sonora. (J. Hiller, June 1989)

Summary
Several letters from Garcia Alexo for virrey informing him of the need to decrease the size of military and avoid the excessive payments. Relacion of several Indians who want amnesty to live in pueblo mesquital. Relacion contains names and how many are with their families. Letter from the governor of Sonora to the virrey informing him of the happiness of the americans when they heard the king's declaration. Garcia Alexo reports that the rebels who caused the disturbance in Bavispe have been identified and suggests virrey recognize the patriotic behavior of Evangelista Barrios, chief of the Opatas. Letter from the directors of tabaco y polvora to the virrey informing him of the quantities of tobacco sent to those provincias. (D. Bautista, July 1990)

Comandante Garcia Alexo informs virrey of bad living conditions of military in that part of the province, that is, no supplies, no weapons, no horses; Garcia Diego informs virrey of possible illegal introduction of contraband tobacco; relacion contains salary of military, expenses of the military Hospital, expenses of the different missions from Tarahumara, Parral and Nueva Vizcaya, and the totals.
