Biography of Moreno including time spent in each rank of military, list of regiments he served in, and the campaigns he took part in, and prisoners taken. folio 17 speaks of Moreno's killing of five Gandules in hand-to-hand combat. The 1792 Collera of Indians that he lead to Mexico City and the killing of 12 subordinate Gandules also mentioned. Reasons for Moreno's desire to retire given - ill health, advanced age. Moreno requests to retire with rank of lieutenant Colonel with appropriate pension. folio 22 - 1816 regulations of pension for retired army personnel. Numbers given. Summary
Florez orders that governors and comandantes of Sonora and Nueva Viscaya obey instructions given by Galvez for administration of those provincias. Ugarte y Loyola reports that instructions include establishment of a comercio general to regulate expenses required to bring Indians to peace. Also discussed are means to augment salaries of officials and troops without greatly depleting treasury, including dismissal of unuseful officials. On behalf of Florez, Rengel requests information regarding troops, classes of enemies and most effective ways to contain them.
