Summary
Discussion of detachment of troops made up of troops from Adaes and Orcoquiza due to fear of return of enemy nations. Viceroy orders movement of presidio to Orcoquiza, 2 padres and soldiers remain in Orcoquiza. Desire to repopulate Ranchos, but distance between Ranchos makes defence difficult, suggestion to plant Ranchos with vecinos together under protection of detachment. Rebuilding of Cuerpo de Guardia, houses, prison. Excesses committed by Indians in Bahia and environs under Thobar thus need of troops from Orcoquiza, Adaes, San Sabas, and friendly Indians to punish barbaros. Plea for Ripperda to keep harmony with thobarand's other captains. Soldiers involved in Bahia road building, protecting entrances, Ranchos. Reports of death of Indians and soldiers. Complaints of Indian spying in missions, lack of troops, and horse and oxen theft. Fort establishment. Desire for missionization of coastal Indians. Report of Mal de Lengua disease. Viceroy (?) Summary
Vizcarra, accused of disloyalty, murder and other crimes held in jail at Durango. Sentenced by comandante general Ugarte to 10 years of hard labor in leg chains to be served at real obrage of Encinillas. Intendente of Durango, Diaz protests to virrey that actions by Ugarte involving military courts belonged to office of intendente, therefore accuses gobernador of insubordination and comandancia of incompetence. Requests from virrey copy of real cedula of 1785 defining duties. Interesting for conflict between officials over jurisdiction and responsibilities of intendency versus gobernador of Provincias Internas during period of implementation of administrative changes in New Spain. Documents include royal cedula outlining reorganization of Provincias Internas, responsibilities of gobernadores, intendentes and other officials toward office and king. Topics include taxes, administrative territories and interaction between civil and military departments, fiscal obligations, salaries, goals for defense and economy. Galvez' dictado provides information specific to conflict of responsibilities and personnel undergoing administrative changes in Provincias Internas in 1786. (J. M. Johnson, August 1987)

Ugarte informs Flores of vacant lieutenant position in Chihuagua and recommends Montes for it. Ugarte acknowledges Romeu's condition of relajamiento de Tripas, but states Romeu is able to do the job of comandante de las Armas de Sonora. Ugarte informs Flores of Ansa's death and suggests Medina as temporary comandante de Armas de Sonora, and Romeu to occupy position permanently. Medina informs Ugarte his disposition to give Ansa's widow, Regina, the inheritance. Ugarte approves decision and temporarily gives him Ansa's position. On letter of January 16 Flores approves appointment of Romeu as long as he maintains old salary. On January 30 Flores states that Romeu's illness of relajamiento de tripas makes him unfit for position in Sonora. (J. Tapia, July, 1987).
