Concerns Series of documents dealing with conflict that arose between colonizers of Villa de San Fernando, province of Texas and Nuevas Filipinas. Sixteen families came to colonize. Colonizers are given land and water rights. Series of documents explaining boundaries of each property which was distributed to dwellers. Conflict arose between alcalde mayor Curbelo, and colonizers who complained with higher authorities (governor Sandoval and viceroy). Land distribution takes place by Rio San Antonio and Rio San Pedro. (M. Marroquin, August 1989)

Three men temporarily appointed as secretarias for comandancia general petition virrey to advance them pay for travel expenses to their positions; request granted, also comments on procedures of payment I.e. how soon after nombramiento does payment commence? (D. J. McClelland, February 1989)

(See sequence 14 for first part of expediente) debate over whether Ugalde's appointment of Varela Bermudez as 'capitan a guerra' legal or not dependent upon assignment of Saltillo and Parras to east or west comandancia (i.e. to Nueva Vizcaya or Coahuila), because 'reglamentos' concerning militia different. Virrey decides both belong to east, that no 'capitan a guerra' necessary. Carlos IV appoints Castro and Nava to east and west comandancias, respectively. Castro and virrey fulfill request by officers Pereyta et.al. For funding of additional squadrons to defend 'vecinos,' farmers against Apaches. (L. Kerr, March 1989)

Officers of dragones provinciales oppose order fearing loss of military, political autonomy, Argue violation of 'ordenanza de las milicias de Espana de 1767' which ensures Milicia same rights as regular army. Officers inform Ugalde of sentiments while latter conducting campaign against Indians of northern Riogrande region; Ugalde incredulous, angered by 'la Mas enorme insubordinacion' of authors. Governor suspends officers per Ugalde's request; Varela installed, alferes given charge of 'cuerpo de milicias.' virrey supercedes governor, reinstates officers, permits Varela to become 'capitan a guerra' in name only, minus usual attendant privileges.
