Citizens group replys to order of governor, relaying order of viceroy, which says they must aid construction of presidio quarters and jail. They point to poverty of town and to the many rund down public buildings, roads and bridges that should be tended to first. They will obey order but with hint of protest. (R. Davis) (1979)

Viceroy reviews report of fiscal which supports citizens, and of Assesor which agrees but urges compromise, and viceroy decrees citizens are to build structures but governor is to See it doesn't conflict with prosperity of local ranches and farms and is to negotiate convenient terms with citizens. The comandante general of the Provincias Internas orders the publication of a royal order of January 10, 1812 concerning public education and the construction of universities. (See frame 0433). (Lloyd Kendall) (1980)

In the absence of the king, the consejo de Regencia expresses that the promotion of establishments of public education results in generalized advantages for the nation. The consejo decrees the construction of a university in the Seminario conciliar de Leon de Nicaragua and concerning guidelines for the plan of this and other universities. (Lloyd Kendall) (1980)

The Wall of the Plaza del Quartel is in need of repair. Excessive humidity has caused the collapse of various sections, reducing the thickness of the Wall, so that it no longer adequately serves the purpose for which it was built.
