Summary
Certification of the transference of command of troops presented by Joseph Chacon and Martinez, testifying that Chacon has indeed passed the command to Martinez and paid the soldiers salaries, as is due. Also discussed are the delays, wastage of time and money caused by an excess of lawsuits, relative to the failure to meet financial obligations, and the transference of good and properties; and suggestions as to how these delays and wastage may be avoided.
